President Bush Will Unveil Massive Legalization Plan In January

President Bush plans to unveil the details of his immigration reform package in January 2004, The Washington Post reported recently. The proposal is expected to focus on the guest worker program, improving the country’s tracking of border crossings and providing immigrants an easier way to work in the U.S. legally.

The article was attributed to unnamed White House sources. January is the start of the 2004 presidential campaign cycle. On Dec. 22, 2003 Bush indicated changes to the nation’s immigration laws for workers already living in the U.S. would be a priority next year.

"I have constantly said that we need to have a immigration policy that helps match any willing employer with any willing employee," Bush said. "It makes sense that that policy go forward, and we’re in the process of working that through now so I can make a recommendation to the Congress."

There are now three bills in the Senate designed to create a process for workers already in the country illegally to receive work permits. Some of the legislation also proposes measures for tighter security at the borders. Bush has not publicly endorsed any of the bills so far. Congress is expected to discuss all three immigration bills already introduced as well as any legislation put forth by Bush during its next session this spring.

INS no longer exists

The Immigration and Naturalization Service (INS) has been integrated into the new Department of Homeland Security (DHS). The administrative section is now called: The Bureau of Citizenship and Immigration Services (BCIS), although a few weeks later the name United States Citizenship and Immigration Services (USCIS) appeared. And again a few days later it became obvious that the name was too long. Therefore most sources now simply use: Citizenship and Immigration Services (CIS). The border patrol has finally been separated and also received a separate budget allocation. It is hoped that those improvements will lead to a faster handling of visa and other applications. First signs of this are the acception of electronic filing (see below) and plans as well as budget allocations to reduce the massive backlog of labor certifications pending at the Department of Labor (DOL). Electronic Filing at BCIS
The new BCIS is improving services for the public and doesn't halt from starting electronic filing of frequently used applications. Change of address and the form I-90 to replace a lost or stolen green card are amongst the first applications that can be filed electronically soon. We will keep you posted in our regular newsletter.

President Bush Invites Foreign Visitors and Immigrants
In a recently published press release, US-President George W. Bush emphasized that the US-Government continues to welcome visitors and immigrants to come to the United States of America.

President Bush "America is not a fortress; no, we never want to be a fortress. We're a free country; we're an open society. And we must always protect the rights of our law -- of law-abiding citizens from around the world who come here to conduct business or to study or to spend time with their family."

PERM-System starts 1. July 2003

To reduce the several-years-long waiting period in the process of labor certifications, the US-government will start soon to simplify and speed upt the process with the introduction of the new PERM-regulations. This measure should lead to faster receiving of employment-based green cards (EB-2 and EB-3). More...
